The Chrome Extension needs access to your webcam and microphone in order to record. You will be asked to grant access to these devices when installing the extension, and occasionally when the extension is updated.
In case the permissions have not been granted properly or perhaps denied later, your extension will show "GRANT ACCESS" warnings when it is opened:
Here is how to permanently grant the required permissions and restore your extension so it can record again:
Right-click on the Claap icon in your Chrome bar
Select "View web permissions"
In the settings tab that is displayed, choose "Allow" permissions for both the Camera and the Microphone:
Your Chrome Extension now has the required permissions to use your Camera and Microphone
